RTMT throws a Critical Services Down Alert that the following services didn't start:
Cisco CallManager Personal Directory, Cisco CallManager Admin, Cisco CallManager
Serviceability, Cisco CallManager Serviceability RTMT, and Cisco RTMT Reporter 
Servlet.  Cisco CallManager Admin was able to be started manually, but Cisco
CallManager Serviceability was not.
