Description (partial)

Symptom:
On a Cisco router running IOX XR, and configured for OSPF NSR, some self-generated LSA may flap shortly after (D)RP failover is performed.
The LSAs that could be affected include:
- default LSA, if the default origination is enabled
- type 5 LSAs from redistributed prefixes
- type 5 LSAs created from 7>5 translation at the NSSA ABR
- type 3 LSAs created by "summary-prefix"
Conditions:
Problem may happen if the fix for CSCsk70626 is present in the image.
