Symptom:

Last minute mtg changes might not take effect for all users

Conditions:

One example: 

Early mtg start = 5 minutes
Meeting Start guard time = 5 minutes
Meeting ID Start Guard Time = 15 minutes
 
- UserA schedules a Collaborative meeting to start 30 minutes from the current moment
- 20 minutes before the scheduled start of meeting, UserB (who is not the scheduler) logs in, goes to the home page, enters the dialable mtg id, and clicks on Attend
- UserB is taken to the meeting details page - at this point the meeting has not yet started - UserB stays on this page
- UserA accesses the meeting the same way - home page->Attend
- At this point, scheduler is still allowed to make changes to the meeting, so he changes the template to Webinar e.g., and reschedules it
- 10 minutes prior to the scheduled mtg start time, other users start joining - at this point meetig can start, so the MR will start loading, but the MR will load as a Collaborative meeting. When the user tries to outdial though, he will come in as a Listener
