Symptom: LDP didn't reach NSR ready state after a rack OIR. As a result, the standby RP also didn't become ready. Conditions: Repeated failures at LPTS level because of the rack OIR (covered by CSCsx74647) can cause failures in standby TCP when replicating sockets. As a result, standby LDP starts leaking the file descriptors. After a while, even after the LPTS issue goes away, standby LDP would be unable to accept the replicated sockets because it leaked the maximum number of files it can open.
