Symptom:
Some L3 control prototol packets may be duplicated when entering a tunnel interface.

Conditions:
L3 control protocol traffic received at on a tunnel interface (or an interface configured for selective tunneling) is forwarded by both HW and SW, resulting in duplicated traffic.
