Cisco Bug: CSCsz58873 - CIPC gives CM inaktive Error for first call after reboot of PC

Description (partial)

Symptom:
Call center agents reboots the PC, launches the CIPC and for the first call received it get the message "CM inaktiv" (German for "CM inactive") . No RTP stream. 
The issue occurs every time after a fresh reboot of the pc, no hibernation mode.

The problem is seen with EM on the IPC, but not with EM on a Hardphone.

Once error is seen, CIPC application is killed and relaunch CIPC and it works fine

Conditions:
CM 4.2(3)ES69 and a Windows XP/SP2-Client running IP Communicator 2.1.4
PC's are HP compaq d530 Base Model
