Description (partial)

Symptom:
CLI format command on 4G disk previously formatted with FAT32 which 
format disk back to FAT16 doesn't partition device and could put FAT16 on
bigger than 2G partition which is not supported.

Conditions:
4G disk previously formatted with FAT32 on a bigger than 2G partition
