Description (partial)

Interfaces fail to come up due to frames stuck in ingress queues.

The port might be placed in hwFailure state due to 2-bit ECC error.

If the frame(s) are in flight and the port flaps, reinitalization of the memory in port ASIC
as part of port bring up causes the above issues and the ports go to hwFailure state or the
port gets stuck (stops processing frames).

The fix for CSCsz53812 make sure that all frames are flushed befiore memory initialization is done as part of port bringup..

The chances of hitting the issue is very very LOW as the frame needs to transit at the time the memory is reinitalized.

Module has to reloaded to recover the port(s) in hwFailure state or in port stuck condition.
Fix is in 4.2(1)
