Symptom:
Log file contains the following entry:
05/04/2009 7:35:06 dns_startup Warning Server 0 21103 Error (...) while opening A DB error log file '/var/nwreg2/local/data/dns/ha/logs/SleepyErr.txt'. DB error log will not be used.

Conditions:
If there are any problems opening the error log.  Most commonly this is because
of too many open files.
