Description (partial)

A memory leak in NTP is possible.

The condition to reproduce the leak includes a race condition, but the window is very narrow, also the following
conditions need to be met:
First NTP needs to be configured, second the NTP configuration needs to be removed with ''no ntp'', third ntp needs to be
re-configured to create a new peer. The leak might occur when the peer is established.
