Description (partial)

When RP failover is performed, "bfd" process can get blocked on SysDB trying to obtain ifIndex for all existing BFD sessions. Total time which "bfd" process is blocked grows linearly with number of BFD sessions that exists in the system. This results in BFD session owners (IGPs) to not receive current state of existing BFD sessions for sometime. How BFD session owners (IGPs) react to this varies.

A system will need to have "relatively" large number of BFD sessions installed when RP failover is performed in order for this issue to be seen. With only few tens of BFD sessions, the issue should not be seen.
