Description (partial)

 A router configured for VOIP may crash due to memory corruption when
performing a consultation transfer.  A call transfer is considered consultative
when the transferring parties either connect the caller to a ringing phone
(ringback heard) or speak with the third party before connecting the caller to
the third party.
The crash occurs when trying to attempt a consultation transfer outside of the
router to a number with more than 23 digits.
