Description (partial)

When oc12 ATM SPA is removed from one subslot and inserted into a different subslot, and this is followed by a RP switchover (SSO) on a 6RU, the following messages are thrown on the new-active RP's console -
Interface ATM0/0/0 is no longer valid. Possibly multiple users configuring IOS simultaneously or due to OIR

wherein ATM0/0/0 in this case is the subslot from which the ATM SPA was removed.

When RP switchover is done then we do a fake spa reset to do config restore. We should not be getting these messages in this scenario. But there are some valid scenarios when a real spa reload should trigger these error messages. At this point of time it is not possible to distinguish between the valid and invalid scenarios in the code & We do not want to hide these error messages completely as it would cause some valid issues to hide.
