"IP SLA MPLSLM Pr" process consumes cpu cycles for more than 96% constantly.

Conditions:
1. System crash is seen when booting a C10K which enables IP SLA LSP health monitor and set
ScanInterval as 5 minutes for a VRF which has over 500 VPNv4 routes learned from another PE.
2. The fix of the crash problem disclose the cpu high problem.
2.The cpu high problem is not seen in either 12.2(33)SB2 or 12.2(33)SB5.
