Intermittently a client associated to an HREAP using EAP-TLS is not able to pass traffic although it is listed in the RUN state 


(2) WLC topology - Primary/Standby
HREAP AP connected to the primary WLC, client will pass through all of the PEM states into RUN state
but it will not be able to pass traffic.

If you move the HREAP AP to the secondary WLC then it will begin to pass traffic for a period of time then it will quit again.

If you move the controller back to the primary then it will begin to work again.
