Description (partial)

Symptom:

GRE keepalive retry behavior is wrong.

Condition:

 The following example is a result when the tunnel configuration has "keepalive 5 3".
 It means that keepalive retry counter is 3 but the keepalive is sent 4 times until
 Line protocol is down.

   07:50:12: Tunnel1: sending keepalive, 10.1.1.1->10.1.1.2 (len=24 ttl=255), counter=1
   07:50:17: Tunnel1: sending keepalive, 10.1.1.1->10.1.1.2 (len=24 ttl=255), counter=2
   07:50:22: Tunnel1: sending keepalive, 10.1.1.1->10.1.1.2 (len=24 ttl=255), counter=3
   07:50:27: Tunnel1: sending keepalive, 10.1.1.1->10.1.1.2 (len=24 ttl=255), counter=4
   07:50:32: Tunnel1: sending keepalive, 10.1.1.1->10.1.1.2 (len=24 ttl=255), counter=5
   07:50:33: %LINEPROTO-5-UPDOWN: Line protocol on Interface Tunnel1, changed state to down
