Description (partial)

Basic Description: dumper process gets blocked on dllmgr. After some time interval dumper gets restarted as dumper has its own watchdog thread and when it realizes that dumper is stuck, it restarts the dumper. However, at times, kernel does not cleanup the thread that's blocked on another process.

Symptoms: There might not be traffic impact but all commands will not work. Configuration change is not possible. console gets stuck.

Conditions: Continuous crash of DLL mgr might cause this issue.
