Description (partial)

When a MSE upgrade is detected from any release prior to 6.0, a pop up warning message needs to be displayed to inform the user about tracking limitations enforced by evaluation licenses that is effective from version 6.0.
Prior to version 6.0, the MSE services tracked the maximum allowable elements but starting from 6.0, licensing has been enforced. When 6.0 is installed, the services come up in evaluation mode which tracks only 100 elements for CAS and wIPS is 20.

When a version changed is detected from 5.1 or 5.2 to 6.0
