Description (partial)

Symptom:
When agents try to login to IPPA they get an "unexpected error."  IPPA logs scroll the following error.

2009-04-24 16:01:32:427 INFO IP0001 ippa::AcmiAutoRecoveryCallback: Internal error: An unexpected error occurred while handling ACMI autorecovery callback.

When these errors start occurring, the IPPASvr process begins to leak memory.  No agents will be able to login.

Conditions:

The issue is triggered when agent phones keep on resetting.
