Symptom:
Example customer scenrio:
CUSM 2.1
	5 nodes cluster CUCM  version 6.1.2.1130-1		(1 publisher, 2 tftp, 3 subscriber
		1300 phones
	CUCM is configured to send CDR to CUSM every 5 minutes.
The problem is as follows :

we see an increase in CPU usage when activating/de-activating CUSM 
 polling on the CCM.

Conditions:

	5 nodes cluster CUCM  version 6.1.2.1130-1		(1 publisher, 2 tftp, 3 subscriber
		1300 phones
	CUCM is configured to send CDR to CUSM every 5 minutes.
