Symptom: This problem occurs at LC boot time but may not manifest until later, when tunnel is put into service. At boot time the following message is a indicator that the hfrpm process failed to respond within the retry period (1 minute). %PKT_INFRA-tunnel_ea-3-PLATFORM_MANAGER_ERROR : Platform Manger returned the error Resource temporarily unavailable, for interface tunnel-te37 handle 0x080009a0 Later the missing platform entry could cause other components to fail. Example: FIB call to add tunnel stats pointer for a fib entry that should traverse tunnel fails as follows. LC/1/6/CPU0:Apr 29 22:59:05.130 : fib_mgr: %FORWARDING-FIB-3-PD_FAIL : fib_ldi_platform_update 906: PD action CREATE failed for passed_ldi 0x7bb3897c type DATA_TYPE_LDI_LW flags 0x0. The call is retried for up to a minute so if the platform process recovers in that period then there will be no issue. The only way this problem can occur is if the platform process remains unavailable for more than a minute. This cannot happen during ordinary operation and as such this is a second-order failure - there must already be some fault for this issue to be seen.
