Description (partial)

Symptom:

The service-type for the admin start/stop records needs to be set as administrative instead of Nas-prompt.

Conditions:

This happens in the following scenario
1) Configure a radius server and aaa accounting from radius
2) Bring up a telnet session
3) Enter the admin mode and exit the admin mode
4) Exit the session

We can see in the accounting Log that the service-type for the admin record is also set as nas-prompt-user and the accounting session-id for the start and stop records of the session do not match.
