Description (partial)

Symptom:
CPU utilization on the active ASA is at or around 29% even if no traffic is passing.
When forcing a failover, the previously active unit will stay at the same CPU level, while the newly active unit will have a normal CPU level.


Conditions:

This occurs only when the following conditions are all met:
1. Stateful failover is enabled between two ASA devices 
2. Both devices have a CSC-SSM. 
3. No traffic matches the CSC policy.
