Description (partial)

When the network is partitioned so that the primary and backup streamers cannot communicate with each other, some streams by become stuck and stop playing.

This problem may occur when the streamer which is in the role of setup primary is also control backup, and the streamer which is in the role of control primary is also setup backup.  This is not a typical configuration.  To create this configuration requires that the setup service address and the control service address be separate addresses and not be shared.  In addition it requires that some servers in the streamer array are configured to host both the control service address and the setup service address, while other servers in the streamer array are configured to host the control service address but are not  configured to host the setup service address.
