Description (partial)

Symptom:
When a MTU execeeded packet with DF-bit set arrives at the router,
router should send back ICMP destination unreachable from the interface
where it received the packet.
But the problem is that the router doesn't send ICMP unreachable
if received interface is VRF interface.

Condition:
this problem is observed with L2TP.
