Description (partial)

If a channel unavailable for a long time before it back to normal, it will be sticked in disabled state in LB state machine.

If there is a channel whose condition is very bad, and it's configured to a LB group with other channel. Then its state will be set to disabled if too many LB failures on it. If this bad condition persist for a long time, and then it revert. The LB state of this channel maybe stich in disabled, and LB doesn't work on it.
