Symptom:
LSP ping[ping mpls pseudowire] failure

Conditions:
With  below topology:-
CE1------PE1-----------P[7600]-----------PE2---------CE2
               ---- PW VC b/w PE1 and PE2-----
In the above topology, if we want to do a vccv ping with Type 3[TTL] for the PW, the ping fails.
This is a hardware limitation.
