Description:Improper field validation for Phone Personalization parameter

Symptoms:Field validation not done for Phone Personalization enterprise parameter .

Condition:
1)GoTo System->Enterprise Parameters.
2)In Enterprise Parameters configuration page,there is a field called Phone Personalization.
3)When invalid entries are made for that field ,following warning message is displayed
"Value for Phone Personalization is not beween 0 and 1.Please correct  the value and try again."
Help description specifies that the minimum value Phone Personalization parameter can hold is 0 and the maximum is 1.
Though the values like 0.1 and 0.2 are well within 0 and 1 range as per the warning message, another warning message says the parameter contains non integer value.
In order to overcome the confusion the warning message "Value for Phone Personalization is not beween 0 and 1.Please correct  the value and try again." should be reframed as "The value for Phone Personalization should be either 0 or 1.Please correct value and try again" should be displayed if invalid entries are made.
