Symptom: Call processing delays like IP phone users not getting dial tone upon going off-hook may be observed intermittently. Conditions: This behavior was observed when there was transient connection attempts by ICT due to Registration Reject from Gatekeeper. There may be other triggers, which were not known at the time of filing this defect.
