The 520U card CPU usage can be high for a number of reasons.  One reason is that when an upstream is shared with a remote SPA channel using the following configuration line, there is added CPU expense to sending DOCSIS MAP messages to those channels:
  downstream Modular-Cable <slot>/<bay>/<port> rf-channel <channel>

The 520H card also uses more CPU for the same functionality, but due to a faster CPU with larger L2 cache, the CPU usage is not as noticeable on an H card.
