Under heavy load, when there is a large number of users (i.e., 300+), scheduled to have meetings start and/or end, at exactly the same time, the meeting notices for some of the meetings may not be annotated as starting and/or ending.  This has two consequences: 1) the meeting started and ended counters may not be correctly incremented, and 2) some of the users may not receive meeting started reminders on the IPPM application.  CUPC clients are not affected.

The condition will only occur when there is a large number of users to notify concurrently and the system is heavily loaded.  The exact numbers will depend on the server, number of users and other factors.
