Description (partial)

Symptom:

When the acl optimization enable feature is configured on a fwsm, CSM misinterprets it as an ACL and since it is unreferenced tries to remove it by sending the delta 'clear config access-list optimization'. But the deploy job fails as there is no acl called optimization on device.

Conditions:
This  happens when the device has the following CLI.
access-list optimization enable
