Description (partial)

Symptom: When the active BGP neighbor is shutdown on one side, the tcp sessions are
          establihed and torn down continuously.  This is causing BGP process to consume high CPU.
          This happens both with and without NSR.

Condition: This Symptom is obeserved in a Cisco 12000 router running IOS XR ver 3.9.0
