Symptom:
Seeing following Tracebacks with the SRE / SRD based images.

the CEOP spa will fail to boot first time, and the Linecard will have a eventinfo file generated.
Conditions:
When there is a SPA-1CHOC3-CE-ATM, rarely, the spa will fail to bootup first time. second time, the spa comes back again. In the lab, the issue is seen, once in a week / more than that. the Occurance is low.
