Description (partial)

When BGP is configured with NSR (Non Stop Routing), after a session flap BGP is unable to bring the session up with the peer.  BGP session state is Established and it is not in Established state on the peer. 

This problem occurs when a session flaps and BGP is in NSR Ready state. If BGP is replicating  information to Standby BGP process at the same time the inter-node communication link between Active and Standby BGP can become congested. If BGP tries to replicate the session to Standby it may not complete this replication and leave the session in Not-NSR Ready state. In this state BGP is unable to read messages from the peer  or close the connection. Eventually the peer connection goes down which keeps retrying to bring the connection up.
