Description (partial)

Symptom:

A local mode AP that is going to perform RLDP, moves to the rogue channel but continues to beacon and serve clients (if they moved to the new channel too).

The AP even sends the Channel Switch Announce action frame (if CSA is enabled) before moving back to the serving channel.

Conditions:

Will only see this when RLDP is enabled for Local Mode access points.
