Description (partial)

Symptom:

Input packets/byte counters remain 0 for traffic to / from sVTI tunnel source IPs, however
all counters increment correctly for traffic through the sVTI tunnel.

Conditions:

124-20.T2, sVTI, happens only on c7200 NPEG2 using VSA as the crypto accelerator where the packets are process switched.

Input packets remained 0 but output went up to 1.
In such cases it's always input that is affected because there we must change the input interface from physical to logical.
