Description (partial)

Symptom: The Service Manager (SMService) starts a higher number of ONS 15454 
network services than is expected. If the number of network services is too 
high, the services start and shut down continuously, which degrades the 
overall performance of the CTM server.

Conditions: This problem occurs when a single network partition contains more 
than 500 NEs of the same type; for example, more than 500 ONS 15454 SONET 
NEs. The CTM GUI prevents you from adding more than 500 NEs to a single 
network partition. However, certain scenarios -- such as the automatic 
discovery of NEs or a database upgrade from an earlier release -- could cause 
the CTM server to exhibit this condition.
