Description (partial)

Symptom:
The IP device tracking table is broken when using web-auth with mac-check.

Topology:
               f0/1
ACS --- cat2960 -- PC1 (mac: 0000.39c8.d8e5/ ip: 192.168.1.1)
            |f0/2
            +- PC2 (mac: 0016.d33a.2395/ ip: 192.168.1.1)

Reproduction Step:
1. Connecting PC1 to FE0/1. >>> MAC Authentication succeeds. 
2. Connecting PC2 which has different mac and same ip to FE0/2.
3. Confirming the IP Device Tracking Table.

 <<<<< Mac address is PC1, but Interface is changed to FE0/2.

4. PC1 temporarily loses the connectivity.
