Description (partial)

Symptom:

On vPC Primary switch, even when there are vPCs or vPC peer-link up (STP Forwarding state) in a VLAN, the VLAN interfaces may go down.

Conditions: 

You will see this symptom only on vPC Primary switch, and the following condition triggers incorrect count of forwarding ports in a VLAN which results in this bug.

      when vPC on Primary switch is down, and later the corresponding vPC is down on secondary vPC switch.
