Symptom:
SYS-3-CPUHOG causes router crash when you configure multicast sessions along with ISG sessions
Conditions:

1. Bring up 12K qinq PTA/ISG based sessions
2. Bring up 12k sessions/6K tunnels LNS/ISG based sessions
3. Bring up 8K multicast sessions PTA/ISG based sessions
4. create streams with destination address 224.1.1.44 (multicast address) on 8K multicast sessions 
5. send traffic any where between 25% of line rate to 50% of line rate
