Description (partial)

Symptom:
Cache updation failed in CER Subscriber.
Conditions:
1. Setup a CER server group (both pub and sub) with a CUCM (6.1/7.1).
2. Complete all the necessary configurations in order to make a 911 call to route to the PSAP correctly.
3. Assume that user created an IP subnet with ERL1 in CER Publisher and make sure that 911 call is successful in ERL1.
4. Disconnect the LAN cable manually from CER Subscriber.
5. In CER Publisher, assign the IP subnet to some other ERL..lets say ERL2.
6. In CUCM RP911, enable call forward all calls to destination as 912,so that the 911 call will hit CER subscriber.
7. Connect the LAN cable back to CER Subscriber.
8. Call 911 and check whether ERL2 is selected.
