Description (partial)

Symptom:
System crashes when configuring "card type t3/e3 <slot> <subslot>" for the spa, when the line card in which the card is present is powered down.
Conditions:
With SPA-2xT3/E3 or SPA-4xT3/E3 spa in powered down SIP400 or SIP200, configuring "card type t3/e3 <slot> <subslot>" in config mode.
