Description (partial)

Symptom:

If a SIP/SPA module is reset or removed from the chassis while the standby supervisor is booting it could result in missing configuration on the standby supervisor and the following error messages:

 %NETWORK_RF_API-STDBY-3-FAILDECODEDATADESC: Cannot decode data descriptor for an interface or controller because the sync header cannot be decoded

or

%NETWORK_RF_API-3-FAILDECODEDATADESCINSTDBY: Cannot decode data descriptor in Standby

Conditions:

This has been observed with SSO redundancy and 7600-SIP-200.
