Symptom: Sometimes when a BFD session is shared between two applications or more and there is a valid flap, this can trigger continuous flaps subsequently. Conditions: Sometimes when a BFD session is shared between two applications or more, we end up in an unbalanced configuration between each end. At one end, all applications have removed the BFD session and at the other end, one of the application has not removed the BFD session yet. If at that other end, a second application creates the BFD session, it gets the DOWN state right away and many flaps can result, see also CSCsd49421.
