Description (partial)

Symptoms: One-way audio may be experienced on a call which traverses a
   transcoder hosted on an ISR platform (e.g.: Cisco 2800, 3800 etc) after a hold,
   resume, or transfer.
   Conditions: When the call is held or resumed, there is a significant change in
   the RTP Sequence Numbers but the SSRC does not change. This behavior may cause
   the receiving device to assume that the RTP packets are out of sequence (i.e.:
   late, early, or lost) and therefore the receiving device may drop them.
