Description (partial)

Symptom:

A Cisco Unified Communications Manager-controlled MGCP PRI trunk receiving an inbound voice call will fail to play local ringback tone to the caller.

Conditions:

software releases:
   7.0+ (Cisco Unified Communications Manager)
   12.1.2XH and 12.1.3T+ (Cisco MGCP IOS gateway)

other conditions:
* The following 2-call sequence originated on the same MGCP PRI TDM channel
   call #1: make a call using G.nx64 codec , then end the call.
   call #2: make a call using some voice codec (PCMU, G.729, etc)
* no early media for network ringback tone, thus necessitating that local ringback tone be played.  For a PRI--gw---cm--SIPTrunk call, this can be achieved by disabling rel1xx on the SIP Trunk
