Cisco Bug: CSCsz12460 - Cron timer may execute EEM policies twice in the same minute

Description (partial)

Symptom:

Embedded Event Manager policies which are configured to use a cron timer may run twice within the same minute.  The first execution will happen at the start of the minute (i.e. at the 00 second).  The second execution will happen at the end of the minute (i.e. the 59 second).

Conditions:

This can occur if Network Time Protocol or Simple Network Time Protocol is configured on the device, and the device receives a time update with a negative offset less than or equal to 0.5 seconds.

EEM Run Twice an hour
I configured the EEM applet to run every hour, but it turns out that it run 2 times per hour. Right after the applet finish, it starts again for one more time. I suspect the cron is not configured properly. I checked the crontab documentation and I can't find any wrong with it.
