Description (partial)

Symptom:
 
 PXM CPU utilization is going high due to PnCcb task.
 When CPU utilization is high, customer is unable to manage the node.  The 
CLI becomes extemely unresponsive.
 
 Conditions:
 
 1.  Single ended SPVCs with non-existent FR slave end on the MPSM(dangling 
connections)
 2.  Non-persistent blocking option on the MPSM FR port (Slave End) is set 
to "NO"
 3.  Complex node respresentation is used on Master End
 4.  On-Demand Routing Policy on the master end node is "Best-Fit"
 Note: The issue of high CPU usage is not always reproducible under the 
mentioned conditions.
