Symptom:

User A profile has Can record meetings = Y
User A schedules a meeting for web/audio.
User A connects to the meeting via web and outcalls to audio only phone.
Once User A is in meeting, recording starts.
User B calls into meeting via audio only.
User A disconnects from web.

Expected: Recording should continue for audio users.

Actual: Recording stops for audio users when scheduler leaves web.
